Thailand Rubber Import Zero Tariff? Negotiations Finally to Be Held!

As the world's largest rubber producer, Thailand has renowned rubber-producing areas in its southern, northeastern, and parts of northern regions. Notable examples include Chiang Rai, Phayao, Nan, and Lampang provinces. Thanks to rubber, these regions have become highly promising emerging production zones.


 

 

However, the Thai rubber industry currently faces a major challenge: some domestic factories have reduced rubber purchases, leading to a continuous decline in rubber prices and a decrease in order volumes. This directly impacts the income of smallholder farmers who rely on rubber as the core of their supply chain.


 

To address this, Thailand has turned to the most convenient and geographically proximate solution: engaging with China. As the world's largest rubber consumption market, China has strong demand in industries such as automotive, construction, and healthcare.


 

 
However, Thai rubber exports to China are subject to a 20% import tariff, which is significantly higher than the 0% tariff exemptions enjoyed by Laos, Myanmar, and Cambodia. Due to these zero tariffs, many Chinese enterprises prefer to invest in rubber plantation and processing facilities in these countries rather than Thailand to secure greater preferential treatment.


 

To resolve this crisis and achieve fair competition in rubber exports, Thailand will negotiate with relevant Chinese authorities to reduce the tariff on rubber imports from Thailand to 0%. In particular, for rubber exported via the Mekong River as the main transport route (e.g., from Chiang Saen Port and Guanlei Port in northern Thailand), Thailand will request to invoke the rights under the Greater Mekong Subregion (GMS) cooperation framework.


 

Thai representatives will discuss the proposal to reduce Thailand's rubber import tariffs to 0% with Chinese delegates on May 26.
